Why Should This Picture Be Picture of the Year?

Somebody in chat today asked why this picture should be "Picture of the Year". After much discussion we discovered his reason was that the soldier in the picture was carrying 2 guns - his & his buddy's.
I'm not sure of the exact background story on this picture, but considering many of the other stories I wouldn't doubt this was a plausible story.
If anybody knows the real story being told by the picture (not what the newspaper said), please let me know.
